China approves contentious Hong Kong national security law



Hong Kong: China has approved a contentious law that would allow authorities to crack down on subversive and secessionist activity in Hong Kong, sparking fears that it would be used to curb opposition voices in the semi-autonomous territory.
Tam Yiu-Chung, Hong Kong’s sole representative to the Standing Committee of the National People’s Congress, confirmed in an interview with reporters Tuesday that the law had been passed.
He said punishments would not include the death penalty, but did not elaborate on further details such as whether the law could be applied retroactively.
“We hope the law will serve as a deterrent to prevent people from stirring up trouble,” Tam said in the interview.
“Don’t let Hong Kong be used as a tool to split the country.”
The South China Morning Post newspaper and public broadcaster RTHK, both citing unnamed sources, said the standing committee had approved the law unanimously Tuesday.
Hong Kong leader Carrie Lam had declined to comment earlier in the day, while the Standing Committee was still meeting. She did say that once the law is passed, “the Hong Kong government will announce it and promulgate it for implementation here, and then I and my senior officials will do our best to respond to everyone’s questions, especially regarding the enforcement of this national law.”
The legislation is aimed at curbing subversive, secessionist and terrorist activities, as well as foreign intervention in the city’s affairs. It follows months of anti-government protests that at times descended into violence in Hong Kong last year.
Prominent Hong Kong pro-democracy activist Joshua Wong, as well as Agnes Chow and Nathan Law, issued statements on Facebook indicating that they would withdraw from pro-democracy organization Demosisto.
Wong said “worrying about life and safety” has become a real issue and that nobody will be able to predict the repercussions of the law, whether it is being extradited to China or facing jail terms of 10 years or more.
Over a hundred protesters gathered at a luxury mall in Hong Kong’s Central business district, chanting slogans including “Free Hong Kong, Revolution Now,” with several holding up a “Hong Kong Independence” flag as well as posters condemning the national security law. Police later cordoned off different areas of the mall, including the atrium, detaining and searching several protesters.
The law has met with strong opposition within Hong Kong and condemnation from former colonial ruler Britain, the U.S., the European Union and others.
Human rights groups have warned the law could target opposition politicians seen as insufficiently loyal to Beijing for arrest or disqualification from running in September elections for the Legislative Council.
Ahead of the announcement, the Trump administration said Monday it will bar defense exports to Hong Kong and will soon require licenses for the sale of items to Hong Kong that have both civilian and military uses.
The administration has warned for weeks that if the law was passed, it would take action to end special U.S. trade and commercial preferences Hong Kong had enjoyed since reverting to Chinese rule in 1997.
“The United States is forced to take this action to protect U.S. national security,” Secretary of State Mike Pompeo said in a statement.
“We can no longer distinguish between the export of controlled items to Hong Kong or to mainland China. We cannot risk these items falling into the hands of the People’s Liberation Army, whose primary purpose is to uphold the dictatorship of the (ruling Communist Party) by any means necessary.”
The U.S. Senate on Thursday unanimously approved a bill to impose sanctions on businesses and individuals — including the police — that undermine Hong Kong’s autonomy or restrict freedoms promised to the city’s residents.
Britain says it could offer residency and possible citizenship to around 3 million of Hong Kong’s 7.5 million people.
China has denounced all such moves as gross interference in its internal affairs and foreign ministry spokesperson Zhao Lijian on Monday said Beijing has decided to retaliate with visa restrictions on “U.S. personnel who perform badly on Hong Kong related issues.”
“The U.S. side’s attempt to obstruct China from promoting Hong Kong’s national security legislation through the so-called sanctions will never succeed,” Zhao told reporters at a daily briefing.
China decided to use the National People’s Congress to enact the legislation after opposition within Hong Kong’s Legislative Council and within society as a whole made it impossible to pass at the local level.
The law is seen as the most significant erosion to date of Hong Kong’s British-style rule of law and high degree of autonomy that China promised Hong Kong would enjoy at least through 2047 under the “one country, two systems” framework.
Passage of the legislation will also allow the central government in Beijing to set up a national security office in Hong Kong to collect and analyze intelligence and deal with criminal cases related to national security.

Beijing: A day after India banned 59 apps with Chinese links for engaging in activities which are “prejudicial” to the “sovereignty and integrity” of the country, China on Tuesday voiced strong concern over India’s move and said New Delhi has the responsibility to uphold the “legitimate and legal rights” of international investors.
India on Monday, June 29 banned 59 apps with Chinese links, including the hugely popular TikTok and UC Browser, in the backdrop of the current stand-off along the Line of Actual Control in eastern Ladakh with Chinese troops.
Reacting to India’s ban on the Chinese apps at a Foreign Ministry briefing here, spokesman Zhao Lijian said, “China is strongly concerned about the relevant notice issued by the Indian side. We are checking and verifying the situation.”
“I want to stress that the Chinese government always asks the Chinese businesses to abide by international rules, local laws and regulations in their business cooperation with foreign countries,” he said.
“The Indian government has the responsibility to uphold the legitimate and legal rights of the international investors including the Chinese ones,” he said.
India’s Information Technology Ministry said on Monday that it has invoked its power under section 69A of the IT Act and rules, and has decided to block 59 apps in view of the information available that they are “engaged in activities which are prejudicial to sovereignty and integrity of India, defence of India, the security of the state and public order”.
The move will “safeguard the interests of crores of Indian mobile and internet users. This decision is a targeted move to ensure safety and sovereignty of Indian cyberspace”, it added.
The Chinese foreign ministry spokesman said the practical cooperation between China and India is actually mutually beneficial and win-win.
“Such pattern has been artificially undermined and it is not in the interest of the Indian side,” Zhao added.
The list of apps that have been banned by India also includes Helo, Likee, Cam Scanner, Vigo Video, Mi Video Call – Xiaomi, Clash of Kings as well as e-commerce platforms Club Factory and Shein.
This marks the largest sweep against the Chinese technology companies.
India’s Information Technology Ministry in a statement said that it has received many complaints from various sources, including several reports about is misuse of some mobile apps available on Android and iOS platforms for “stealing and surreptitiously transmitting users’ data in an unauthorized manner to servers which have locations outside India”.
“The compilation of these data, its mining, and profiling by elements hostile to national security and defence of India, which ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures,” the statement said.

New Delhi: India’s Nitin Menon on Monday became the youngest member of the International Cricket Council’s Elite Panel of Umpires, replacing England’s Nigel Llong for the upcoming 2020-21 season after an annual review.
The 36-year-old, who has officiated in three Tests, 24 ODIs and 16 T20Is, is only the third from India to make it to the prestigious group after former captain Srinivas Venkatraghavan and Sundaram Ravi. Ravi was axed last year.
“To be officiating regularly along with the leading umpires and referees of the world is something that I always dreamt of and the feeling has yet to sink in,” Menon was quoted as saying in an ICC statement.
England’s Michael Gough, 40, was the youngest in the current panel before Menon’s elevation.
Menon quit playing competitive cricket at 22 and by 23, he had become a senior umpire, officiating in BCCI accredited matches.
A selection panel comprising ICC General Manager (Cricket) Geoff Allardice (Chairman), former player and commentator Sanjay Manjrekar, and match referees Ranjan Madugalle and David Boon, picked Menon, who was earlier part of the Emirates ICC International Panel of Umpires.
While the standard of Indian umpiring has copped a lot of criticism globally, Menon’s performance over the past few years has been a silver lining.
“We did not have any representation in the Elite Panel for a while. I now want to keep the Indian flag flying high. I hope to see more umpires from India at the top level. I see this as an opportunity and a big responsibility to take Indian Umpires forward and guide them in every possible way by sharing my experiences,” Menon told BCCI.TV.
He also thanked ICC’s Umpire Coach Denis Burns.
“I am very grateful to Mr Denis Burns for all his guidance and support in my career as an International Umpire.”
The elevation to the Elite Panel makes Menon eligible to officiate in next year’s Ashes in Australia in case ICC revokes the local umpires for home series policy which has been approved owing to the COVID-19 pandemic.
Menon also becomes eligible to stand for all five Test matches that India will play against England at home early next year.
The son of a former international umpire, Menon had a short cricketing career and played two List A games for Madhya Pradesh.
“My father (Narendra Menon) is a former international umpire and in 2006, BCCI conducted an exam for umpires and that was after a gap of almost 10 years,” he recalled.
“So my father told me to take a chance and give the exam saying ‘if you clear, you can always take up umpiring as a profession’, so I took the Test and in 2006, I became an umpire,” Menon revealed about his journey.
He started at a young age and has now completed 13 years in this profession.
“My priority was to play for the country rather than umpiring. But I quit playing at 22 and I became a senior umpire at the age of 23. It wasn’t worth trying to play and umpire so I decided to focus on umpiring alone.”
Menon is confident that the rapport he has built with senior umpires over the years, having officiated in two ICC tournaments (2018 and 2020 Women’s T20 World Cup), will keep him in good stead.

New Delhi: To improve logistics efficiency in the country, the government has given nod to increase the dimension of motor vehicles including buses, trailers and good carriers at par with global standards.
The Ministry of Road Transport and Highways has come out with a notification in this regard to amend Rule-93 relating to dimensions of motor vehicles under the Central Motor Vehicle Rules 1989.
“These amendments would provide for standardization in the dimensions of the Motor Vehicles which would be in line with international standards and a step by the Ministry to improve the logistics efficiency in the country,” the Ministry of Road Transport and Highways said.
It further added that the enhanced dimensions would provide for extra passengers or extra carrying capacity within the prescribed weight.
As per the amendments, two-wheelers can have a length of a maximum of 4 meters and a height of 2.5 meters. Three-wheelers height has been increased from 2.2 meters to 2.5 meters and Pneumatic trailer through this notification has been made at par with Modular Hydraulic Trailer.
“Road Trains with length at par with EU at 25.25 meters have been proposed to be included on select routes,” as per the notification which also said that the dimension, particularly the height of the N category (goods vehicles) vehicles has been amended to encourage containerised transport.
“The dimensions, particularly the height of the M category vehicles has been amended from 3.8 meters to 4.0 meter except in the case of Airport passenger bus (retained at 3.8 meters), in line with international UN Economic Commission for Europe (UNECE) standards,” as per the notification.
The length of the buses with two axles has been amended from 12 meters to 13.5 meters. “In case of N category of goods vehicles, height has been amended from 3.8 meters to 4.0 meter except in case of N1 category of vehicles where the height has been restricted to 3.0 meter,” the notification said.
The length of the Trailers (T category) has been amended from 18.0 meter to 18.75 meters to accommodate ISO standards containers of 45 feet. The height of the trailer is amended from 3.8 meters to 4.0 meter with certain exceptions. Semi-trailers carrying ISO series/freight containers or fabricated/refrigerated containers or with containerized body shall not exceed 4.52 meter, it said.
In case of truck-trailers/tractor-trailer engaged by auto manufacturers to carry motor vehicles/construction equipment motor vehicle/livestock/white goods with a closed body or meant to carry indivisible loads, the overall height of the motor vehicle shall not exceed 4.75 meters, the government said.

CCRS to begin study on prophylactic use of Siddha in treating COVID-19 cases

Chennai: With a Siddha ‘add-on’ therapy to allopathic treatment at a government COVID-19 care centre here giving encouraging results, the Central Council for Research in Siddha (CCRS) will soon commence a study on 60 coronavirus patients at Vysarpadi in the city.
The new clinical trial aims to bring out the efficacy of the Siddha group of medicines and ‘Kabasura kudineer’ as prophylactic designed to treat or prevent COVID-19.
The add-on therapy was earlier attempted at the COVID-19 care centre at the Government Stanley Medical College Hospital.
Kabasura kudineer is a herbal concoction, comprising dry ingredients of ginger, pippali, clove, cirukancori root and many other herbs.
“We are awaiting the number from the Clinical Trials Registry-India (CTRI) to begin the trial next week,” Dr K Kanakavalli, director general of CCRS, said. CCRS is the apex body pertaining to research in Siddha system of medicine.
It works towards the scientific validation of Siddha system of medicine through clinical research, drug research, medicinal plants research, fundamental research, literary research and documentation.
The new study is in sync with the directive issued by the Union Ayush Ministry and with the consent from the Tamil Nadu government.
“About 60 asymptomatic, mild and moderate coronavirus positive patients would be taken up for study at the COVID-19 Care Centre established by Greater Chennai Corporation at Vysarpadi,” she said on Monday.
Siddha, which was recently tried at Stanley GH as add-on therapy on 30 positive patients, proved successful and based on the outcome we have decided to take up the new study,” she said.
Earlier, the Siddha Central Research Institute (SCRI) here conducted a prophylactic study on 15,000 mild or moderate coronavirus patients and those who were asymptomatic. Similar study is on at the SCRI units at Bengaluru, Delhi, Tirupati, Palayamkottai and Puducherry. These studies are aimed at evaluating Kabasura kudineer as drug of choice.
Recently, a retrospective study on the herbal concoction and group of Siddha medicines was conducted in Coimbatore.

Washington: Google has said it has removed misleading and fraudulent ads targeting Americans looking for information about how to vote in November”s presidential election.
Some of the ads charged fees for registering people to vote, while others sucked up people”s personal information for marketing purposes. The ads were discovered by the nonprofit tech watchdog Tech Transparency Project.
The group found that search terms such as “register to vote,” “vote by mail” and “where is my polling place” generated ads linking to websites that charge fees for voter registration, harvest user data, or plant unwanted software on people”s browsers.
Google says such ads are prohibited on its platform.
“We are committed to protecting users from abuse on our platforms, especially when it comes to information about elections,” said Google spokeswoman Charlotte Smith on Monday.

Amazon India eliminates single-use plastic in packaging



Bengaluru: Amazon India announced on Monday it has eliminated all single-use plastic in packaging originating from its 50-plus fulfilment centres in the country.
In September 2019, the company had pledged to meet this goal in an accelerated time frame by June this year, it said in a statement.
The first milestone towards this goal was achieved in December 2019 when the company replaced plastic packaging material, such as bubble wraps and air pillows, with paper cushion” in its packaging.
The company then introduced 100 per cent plastic-free and biodegradable paper tape earlier this year, which is used to seal and secure customer shipments.
Additionally, the company has replaced thin cling films for customer deliveries among other material with packaging options that are not single-use plastic in nature.
“All other plastic packaging material originating from the Amazon Fulfilment Centres is 100 per cent recyclable through available collection, segregation and recycling channels,” the statement added.

Telegram has agreed to return more than $1.2 billion to investors that investors had put into its TON digital token and to pay an $18.5 million civil penalty to resolve charges over an unregistered digital token coin offering.
The civil penalty being paid is to resolve the US Securities and Exchange Commission’s charges that the instant messaging platform’s unregistered offering of digital tokens called “Grams” violated the federal securities laws.
SEC in October halted a $1.7 billion digital token offering by the firm, saying Telegram had raised capital to finance its business by selling 2.9 billion Grams to global investors.
Telegram neither admitted nor denied the SEC’s allegations.
In March, the U.S. District Court for the Southern District of New York agreed with the SEC and issued a preliminary injunction.
In May, Telegram announced that it was shutting down the TON initiative.
Kristina Littman, chief of the SEC Enforcement Division’s cyber unit, in a statement said, “New and innovative businesses are welcome to participate in our capital markets, but they cannot do so in violation of the registration requirements of the federal securities laws. This settlement requires Telegram to return funds to investors, imposes a significant penalty, and requires Telegram to give notice of future digital offerings”

Chingari has been developed by a Chhattisgarh-based developer and in just less than 15 days of launch, the app has crossed over 1 million downloads. The app also has developers from Odisha and Karnataka.
The app is available in nine languages other than English. The app supports Hindi, Bangla, Gujarati, Marathi, Kannada, Punjabi, Malayalam, Tamil, and Telugu.
Sources claim, the demand for Chingari has been trending at the number one spot on the Google Play Store and its popularity has already surpassed that of the Mitron app, a TikTok clone platform.

Washington: Starbucks is the latest company to say it will pause social media ads after a campaign led by civil rights organizations called for an ad boycott of Facebook, saying it doesn’t do enough to stop racist and violent content.
Starbucks said on Sunday that its actions were not part of the “#StopHateforProfit” campaign, but that it is pausing its social media ads while talking with civil rights organizations and its media partners about how to stop hate speech online.
The coffee chain’s announcement follows statements from Unilever, the European consumer-goods giant behind Ben & Jerry’s ice cream and Dove soap; Coca-Cola; cellphone company Verizon and outdoors companies like Patagonia, Eddie Bauer and REI; film company Magnolia Pictures; jeans maker Levi”s and dozens of smaller companies.
Some of the companies will pause ads just on Facebook, while others will refrain from advertising more broadly on social media.
In response to companies halting advertising, Facebook executive Carolyn Everson said earlier this week the social networking platform is committed to purging hateful content from its services.
“Our conversations with marketers and civil rights organisations are about how, together, we can be a force for good,” said Everson, vice president of Facebook”s global business group.
Facebook”s market value dropped on Friday by more than 8 per cent, or about USD 50 billion, as more companies said they would pause ads. Twitter stock also dropped more than 7 per cent on Friday.
Sarah Personette, vice president of global client solutions at Twitter, said on Friday the company”s “mission is to serve the public conversation and ensure Twitter is a place where people can make human connections, seek and receive authentic and credible information, and express themselves freely and safely”.
She added that Twitter is “respectful of our partners” decisions and will continue to work and communicate closely with them during this time”.

Mumbai: Mercedes-Benz cars in the country will now come loaded with MapmyIndia COVID-19 guide, which will help the users in getting all information related to the pandemic on a real-time basis, a release said on Friday.
The system will enable users to navigate to the nearest COVID-19 testing centres using the most updated information provided by ICMR (Indian Council for Medical Research), with the panel displaying the centre name, address and phone number upon request, it said.
